Star Tax Rebates Coming for 2008

(July 1, 2008) With a public debate at hand over funding
for local schools, Assemblyman George Latimer announces that 2008 will
be the third year of State STAR property tax rebate checks, designed to
offset increases in local school
property taxes.
"As in 2006 and 2007, homeowners, condo owners, and co-op owners
will be receiving sizeable rebate checks - in some cases up to $1,000
- this fall, specifically to offset any increase in their school taxes
for 2008," Latimer stated.
"This program is a way by which the state is dealing with the short-term
problem of higher school taxes for the individual owner."
All taxpayers who own one of the aforementioned units and have an annual
income of $250,000 per year or less are eligible for the benefit. The
rebates do not apply to commercial property, second homes, residences
which include a store or business. Seniors currently enrolled in the
Enhanced STAR program receive among the highest amounts. The size of the
check also depends on the school district - and the level of taxation.
Latimer provided a few examples:
"In 2007, a New Rochelle senior on Enhanced STAR received a rebate
check
of $1,087 - that offset the impact of property tax increases if the homeowner
paid as much as $20,000 per year in total property taxes. In Rye Neck,
a similar senior would have received over $850. I expect the numbers to
be similar for 2008," Latimer stated.
Much has been made in the media about proposals to "cap" school
taxes at 4% - which, in fact, would insure at least an annual increase
of 4% each year without a vote, and the potential to go above 4% if there
was a school vote. Latimer stated that "People should avoid getting
caught up in the frenzy, and keep a clear eye on what really matters --
cutting mandated costs, and thereby reducing spending. In the meantime,
the third year of the tax rebate programs represents relief to those who
are deeply impacted by property taxes."
