Town OKays Cablevision Agreement
Sets Public Hearing on Forest City Daly Extension

(February 28, 2008) The Mamaroneck Town Board met on Wednesday
February 20th to renew its franchise agreement with Cablevision and to
schedule a public hearing to consider extending Forest City Daly’s
special permit to construct an apartment building on Madison Avenue.
Cablevision Franchise Agreement
Spurred by the entrance of a competitor (Verizon) into the Mamaroneck/Larchmont
area, Cablevision has now reached agreement with the Tri-municipal Cable
Board of Control on terms of renewing its franchise.
Mamaroneck’s representative to the Cable Board, Councilman David
Fishman, was unavailable to guide the Town Board through the next step
(it was school vacation week). In his stead, Larchmont Village Trustee
Jim Millstein was at the meeting to explain the agreement and urge the
Town Board to sign it. He said that the Cablevision agreement was a “clone
of the Verizon contract” with identical financial arrangements and
continuing support of the local access LMC-TV channels. (See: Larchmont

The board voted unanimously to approve the agreement and Supervisor Valerie
O’Keeffe signed it immediately. The Villages of Larchmont and Mamaroneck
were expected to sign the agreement in time for presentation to the March
19 meeting of the New York Public Service Commission.
Forest City Daly (FCD) Apartment Project: Where is It?
On October 18, 2006 the developer Forest City Daly Mamaroneck was granted
a special permit by the Town Board to construct an eight-story apartment
building on Madison Avenue. (See: FCD
Apartment Gets Board Approval.) Part of the agreement was FCD’s
promise to build a two-level parking garage on Myrtle Boulevard.
So far, neither building has materialized, and the special permit is
due to expire in April. FCD has proposed that the permit be extended for
a three-year period. The Town Planning Board has evaluated the proposal
and recommended an extension.
In response, the Town Board scheduled a public hearing to consider an
amendment to extend the special permit. The hearing will be held on Wednesday
March 5, at 8:15 pm in the Town Center Court Room.
