FRANKLIN CHU

Biography

Franklin CHuFranklin J. Chu is a Councilman on the Rye City Council in Westchester County, NY. He is also a member of the City’s Audit Committee, a Trustee of the Rye Police Pension Fund and serves as Council Liaison to the Finance Committee, the Rye Free Reading Room and the Cable Television Committee. Franklin is a Rye Auxiliary Police Officer, a New York Peace Officer and formerly served on the Rye Planning Commission and the Rye Library Auxiliary Board.

Franklin is President of Sage Capital Group, Inc., an investment management firm and the Principal of the Chinese School of Southern Westchester, a non-profit Chinese language and culture school based in Scarsdale, NY. A former long-time Wall Street investment banker, he has held directorships in numerous public and private companies and is listed in Who’s Who in Finance and Industry. He is the author of three books: The Martial Way and its Virtues (2003), Paradigm Lost (2001), and The Mind of the Market (1999) in addition to numerous published articles in the general media and industry journals. He currently produces and hosts The Sage’s Corner, a cable television program in Westchester County that focuses on politics, culture and the markets.

Born in Taiwan, Franklin emigrated with his family to the New York area at the age of seven. He went on to graduate with honors from Stuyvesant H.S., Yale College (magna cum laude, Distinction in the Major) and Harvard Business School (where he was selected as a Fellow in the Council for Opportunities in Graduate Management Education). After college, he worked as a Systems Analyst for the City of New York in 1977-78 as part of a team involved in rescuing the City from its fiscal crisis. From that experience, he developed a lifelong interest in management, finance and the public sector.

Franklin’s favorite quote on government is from Thomas Paine:

We still find the greedy hand of government thrusting itself into every corner and crevice of industry, and grasping the spoil of the multitude. Invention is continually exercised to furnish new pretenses for revenues and taxation. It watches prosperity as its prey and permits none to escape without tribute.

Franklin has lived in Rye Neck since 1990 with his wife and three children. They are members of Christ’s Church. He currently serves on the Board of Directors of the United Way of Westchester and Putnam Inc., the Organization of Chinese Americans, the Asian American Republican Committee and formerly at the Mental Health Association of Westchester. Franklin is also the founder of the Rye City District One Committee (representing the voters of the Rye Neck Union Free School District).

In 2003, Franklin was selected to the Westchester County Citizens Police Academy and the Asian Pacific American Institute for Congressional Studies (APAICS) Leadership Academy. In 2004, the Westchester Republican County Committee selected him as District Leader of the Year. Franklin recently concluded a Congressional Fellowship with Congresswoman Sue Kelly (R-NY).
