Town Wraps Up Large ‘03 Agenda,
Starts on Major Projects for ‘04

(January 22, 2004) The highlight of a lengthy
Town of Mamaroneck Board meeting on Wednesday, January 21
was
Supervisor
Valerie
O’Keeffe’s “State
of the Town Address” outlining the many Board preoccupations
in the past year and the issues they already are addressing
in 2004.
Much Legislation in 2003
According to Supervisor O’Keeffe, the Town Board passed
26 separate pieces of legislation in 2003, all requiring
an extensive review process. These included the “Floor
Area Ratio” legislation that attempts to deal with
the so-called “McMansion issue.” The Board began
the process of reviewing land use on the Boston Post Road
that has placed a moratorium on development in this business
area. Close to completion is the determination of design
criteria for the Boston Post Road that will provide the Town’s
Board of Architectural Review with guidelines for future
development.
The Board also took steps last year to clean up the Town
Code, to review outdated laws and those inconsistent
with NY State Law and to provide for the orderly
organization of its
numerous Boards, Committees and Commissions. Capital projects
included the renovation of a 40-year-old central garage facility,
repairs to a bridge near Brookside Drive and the completion
of a streetscape project on Myrtle Boulevard.
On the 2004 Horizon
In 2004, the Town will dredge the Duck Pond to remove accumulated
sediment and construct a new sediment basin. Supervisor
O’Keeffe
thanked Councilwoman Wittner for her work with the County
of Westchester in securing a grant for this project.
With the help of another grant, the Town plans major renovations
to the Chatsworth Avenue and Myrtle Boulevard intersection
to improve pedestrian safety and traffic flow. This complements
the general improvement of the Washington Square area and
the proposed development of a 186-unit apartment complex
on Madison Avenue (see: Forest

The apartment development proposal has required the Board’s
review of two Environmental Impact Statements submitted by
Forest City Park Daly (see: DEIS)
A public hearing on the issue was held on January 20 (see:

Concerns at DEIS Hearing, and a
second public hearing is scheduled for Thursday February
12 at 7 pm.
At the conclusion of her remarks, Supervisor O’Keeffe
thanked the members of the Board, Town Administrator Steve
Altieri, Town Counsel William Maker, Town Clerk Pat DiCioccio
and all members of the Town staff for their dedicated work
Other Business: New Stop Sign
Following a short public hearing, the Board unanimously
approved the recommendation of the Town Traffic Commission
to erect a stop sign at the intersection of Crescent Road
and Briarcliff Road.
The Board also approved the purchase
of three new voting machines and the lending of 11 voting
machines to the Village of Larchmont for its elections on
March
16. It certified the Fire Department service awards report,
authorized
salary appropriations, and approved a retainer agreement
with a local law firm, a Hommocks Ice Rink maintenance
agreement and an inter-municipal agreement with Westchester
County
for internet access for selected buildings within the Town.
Upcoming Public Hearings The Board set the following public hearings:
- February 11 at 8:15 pm for discussion of rock removal
legislation and to consider a proposed Village Square
Shopping Center exemption to the moratorium on the Boston
Post Road.
- February 12 at 7:00 pm special public
hearing on Forest City Park Daly DEIS
- March 17 possible
hearing on extension of the Boston Post Road moratorium.
