Town Board Accepts Revised Environmental Study for Proposed Apartments

(November 20, 2003) At its regularly scheduled meeting on Wednesday, November 19, the Mamaroneck Town Board took two steps that will significantly impact the future development of the Town: it accepted a revised environmental study for a Madison Street apartment project and passed legislation itemizing design criteria for the Town’s business districts.

Forest City Daly DEIS

Last June, the developer Forest City Daly proposed building a seven-story, 185-unit rental apartment building on Madison Street. After a number of scoping and working sessions with Planning Consultant Frank Fish, the Board rejected the initial Draft of the Environmental Impact Statement submitted by the developer. The developer submitted a revised draft, which the Board has been reviewing.

On Wednesday, the Board voted unanimously to accept the second draft, and will now go to the public for further review. The Board also accepted a Forest City Daly amended petition for a zoning change. This petition will be forwarded to the Town Planning Board for review.

Forest City Daly will now present the Town with additional copies of the DEIS which will be sent to bordering municipalities and will be available for perusal in the Larchmont and Mamaroneck libraries. Additional copies will also be available in the office of the Mamaroneck Town Clerk and Town Administrator. Town residents are urged to participate in this decision making process by reading the DEIS and sending letters or emails to the Board and by participating in public hearings that will be scheduled after the holiday period (at the January 7 meeting).

Business District Design Requirements

The Town Board wrapped up another long-standing project for the business districts. For some time, the Board has been working with a consultant on guidelines to insure that future development of business properties “become convenient for local residents and through-travelers and develop into attractive parcels that blend landscaped commercial and residential structures.” On Wednesday they unanimously passed new legislation that will impact five aspects: building design, landscaping, signs and exterior lighting, placement of buildings on lots, and parking. To help in implementation, the legislation also spells out advisory responsibilities for the Town’s Architectural Review Board (ARB).

Trustee Judy Myers, who has attended five years of ABR meetings, lauded the new legislation. “A good framework for storm water management,” commented Trustee Phyllis Wittner, while Trustee Nancy Seligson said that the new legislation “will help zoning do its work.”

No one in the audience chose to address the Board regarding these two decisions.
